Notebook: research tooling and governance

This notebook is for results about how the project does research: the shared tooling (the harness), the rules and the process. It has no rows yet. Of the 155 records on this line dated 12 October 2026 or later, none reports a number against a bar. They are rule changes, tooling builds and process notes.

Why the table is empty

The catalog classes the 155 records as 114 tooling, 36 process, 2 operations, 2 review and 1 plan. By design, a tooling build or a rule change is not a result. The tooling itself runs no model compute and cannot move a headline number.

The rules in force are in the charter: a lean harness with no manual cadence, discretionary harness features frozen until a model beats both count tables, and the coordination and records rules (sections 5.2, 5.3 and 5.6). The tooling is documented in docs/harness/README.md. How research runs now is on How research is done now.

What a row here will need

A row would be a measured claim about the process, such as the cost of a rule or the share of work that moved a milestone number, with its source and the way it was counted. A description of a change to the process belongs in the charter or in docs/integration/NOW.md, not in this table.
